I want to focus on communities. I think that a lot of elite actors decided that the existing political spaces were counterproductive. And so, you know, there was a very self conscious sort of creation of deliberative mechanisms where you could bring together community participants in a structured dialogue and produce consensus. So there's a real investment in creating decision making processes that were not essentially democratic.
