Is There a Blame Tracking Model?

i just think that as a matter of practice, it is very, very unlikely that a blame tracking distribution can be successfully imp mented in states. And if you try to go at this model, you're going to end up with such complexities that you basilly can't get the compensation skin off the ground kindo from the start. So i went on a hunt, kind of looking for an argument that would justify,. even to the protesting citizen, even to the a citizen who didn't know or was not yet born when the policy was implemented. That's where my book enters at this point right?
