Orcus seems to have sort of brought that out to the fore or how seriously do you think Australia should take that conversation. Orcus kind of elevated that concern much more so which is why you see for example Indonesia trying to revive older ASEAN instruments such as the zone of peace freedom and neutrality. There's a whole legal debate being had right now in Jakarta about this do we have another instrument that's not unclause but that's not also using military force because if we close let's say the sea lanes to all sides does that make us a belligerent by either party? The Pacific Command says yeah I don't care I'm still going to do what I want to do anyway
