The Impact of the Texas Energy Market on Outages
I'm not convinced that the market structure itself led to more outages than than otherwise would have been. I do think there's space for, you know, things like minimum perform ance standards. There is going to be some inequity in how this is paid for. Some utilities and certain coops were not as well prepared as others.
