The penumbra state model is a set of steps that can be used to build an app. It's designed around privacy but also has implications for scalability too. The execution of all the per user state changes is actually happening off chain on the user's device and the execution of the shared state changes is happening in one go in a batch. You're distributing the computational work out to the edge the actual end users and then you're enabling the part of it that is necessarily shared to execute much more efficiently right so i'd a link to that in the show notes if anyone wants to to see that it's a good one.
