Is It Really a Layering System?

Layers are always applying to basically the whole document. Layers just say, when there's a conflict between my style s, which styles take priority? And they build on that idea of c s s being being sort of layered from the browser and then the user and then the author. They all the browsers released them publicly in february and early march. It almost feels like the the layering system, like it is functionally useful, but it's really good. Like, you can make use again, like mpower ing us tho start using things like ideas again.
