In the in the free banking era, you could start a bank with no equity at all. And there have been times where different banking systems have been marked to market insolvent. Japan's banks were pretty much insolvent in the 90s. They made a lot of real estate loans that weren't going to be paid back on a reasonable time frame. But they got bailed out through one more insurance for depositors,. and two, their rules were actually loosened so they could make more kinds of loans.
