At the bottom level, we're not unified at all. I mean, there's nothing in physics but particles. They're bound together and loose coalitions and configurations. And even when we look at the mind using cognitive vocabulary, we're a bunch of sensory motor subsystems cobbled together to produce emergent behavior. But what I argue in the book is that there is a kind of late addition to this loose coalition of sensoryMotor subsystems that has the structure of something like an executive board. That role is precisely to unify or to collectivize the operations of all of the low level parts.
