Is the Sovereign the Will of the People?
Hobbes is vehemently opposed to popular sovereignty. He wants to say no that's a misunderstanding of representation. When you represent me what I do and the powerful example is the court of law, I say to you look you're my representative, get me off. And when we appoint a sovereign we say keep the peace. We're not scrupulous about how you do that. We can't do it. We're at war. But if we give you all power then you can keep the peace... Hobbes's point is that is representative government. So he upends the whole tradition of how we used to think about representative government.
