Agaa is one of those, one of those bright spots in the politics of trade during most of the last 25 years. It's a classic preference program that gave African firms an opportunity to ship duty free apparel to the United States. When NAFTA was ratified, a lot of light industrial goods, all of a sudden had zero tariffs from Mexico or soon after implementation.
