The Political Economy Behind the Pendemic

I can't think of many countries that didn't seemingly spend more money just on economic stimulus rather than actually preventing the pendemic. So i don't quite understand the political economy behind, behind this somewhat peculiar distribution of effort. And so i thought that the political incentives were such that you would see a drive use some of these massive spenin response bills to push harder. But that seems like it's not just an issue of dis functional political incentives. That seems like serious error, at least as far as i can see, serious error, even in responding to the political incentives.
