Cities set parking requirements based on the assumption that everybody's going to park free. This creates more congestion, pollution and accident risk. If cities reduced their minimum parking requirements, a lot of these parking lots could be built on for infill development. And eave one or two vacant spaces on every block so nobody can say it's hard to find a space.
