The War on Small Arms in Ukraine
At present, there is no evidence of any substantial outflow. But even if we go down to small arms, they're not really bleeding out. If anything, there's actually some evidence of smuggling into Ukraine as people look for additional weapons. The real issue, though, is of what happens when the war ends. And I think there's sort of a key theme is we need to be talking about it now but we need to stress that potential in measured terms.
