The Prince's Discourse on Rome

Rome gained by showing gratitude to her citizens to a higher degree than even the apparently more democratic Athenians. Macchiavelli approves of the roman's showing lenience and punishing their generals for example he argues that when the generals failed or made mistakes the rRoman's were often very lenient to them relative to other empires that have existed. If we're running a republic we must maintain laws which punish and reward that's simply necessary you have to have carrots and sticks to maintain the correct incentives among the populace.
