I think you make a really important point that it can't be just increasing the funds. We've got to rethink what the mission of the university is and therefore how those funds are used. And we need to look at, for example, state policies. So things are much more complicated than just a question of money. There have been significant transformations in the institutions that are not going to be undone. In fact, will be reinforced by putting in more money.
