Vilneuve now had a considerable fleet under his command, but not quite as big as napoleon's plan had envisioned. The primary objective had been to draw royal navy forces away from the channel. Villeneuve was still being pursued by horatio nelson, as he had been since leaving toulon. But the british had not allocated any additional resources to chasing down the combined fleet. It would take a lot more than a few dozen ships milling around the caribbian to distract the britishes from the great ask of defending their home.
