The Effective Manager vs the Political Manager

When you say an effective manager versus a I think you use the word political right yeah it sounds like you're saying the political manager is just an empty suit they're not capable. So what do you mean by do you mean political as the empty suit or do youmean political as the oblique skills that you referenced let's do both hand and call it a continuum?
