The Importance of Timing in the Brexit Process

There is no clear decision about British involvement in Iraq at any point. There are a series of incremental steps where people are only thinking ahead to that next step rather than to where the whole thing ends up leading. The report also raises these really complicated issues of timing. When is the moment in this drawn out process where real decisions can be made? I was always struck by with the debate and Parliament that sanctioned the war, the vote that Blair won but he could have resigned if that vote had gone the other way so it wasn't a done deal.
