T c i didn't pass, but there were conversations about how it was going to fit into states larger climate strategies. People who worked on t c i said it should be more of a side dish, especially those from progressive organizations. They thought t c i should be implemented alongside many other programmes such as requirements around air quality monitoring or programs promoting el vehicles. These policies shouldn't be seen as quot complementary to t c i and are important in their own right.
