The current amount of NSA submissions per year handled by the ATF, they are oftentimes unable to process all of those in a given year. The estimate is somewhere around 500,000 per year that are submitted. They can't get to them now. So when you exceed that 120 day mark and you have still another anywhere up to 15 months to go before they could potentially approve this, you are immediately a felon.
