Recognising Indigenous People
It's been proposed that they be recognised in the preamble. There was a referendum to introduce a new preamble in 1999, but that failed. A second proposal was to change the way the Constitution empowers the Federal Parliament to legislate. I think it's because of that path dependency, that question we want to recognise Indigenous people. We need to find some way to do it, that the voice is being proposed for the Constitution.
