Syria - Is There a Barrier to Humanitarian Assistance in Syria?
The United States has national security laws and policies that cover all sorts of activities overseas. There are significant export controls that apply to Syria, essentially a ban on anything other than food and medicine going into the country. Most things will just be denied outright if somebody applies for an export license. But there are a few things for support for the Syrian people that on a case-by-case basis, that Commerce Department's Bureau of Industry and Security will approve an approval for export.
