He wanted his continued evasion of the authorities and detonation of these bombs to be an inspiration for other people. So he really was trying to start a revolution. There's no reason to accuse him of being some petty hermit who was just wantonly murdering random people. He had very good reason to believe because he had gotten away with it at this point for over a decade.
