What Are Overseas Service Stations?

The government of China takes very much offense about using the term police stations to describe these actual buildings with staff. They're overseas service stations, right? Very similar to perhaps a consulate. The idea is they're helping you with all this paperwork, but they're not being transparent. Are they really volunteers or are they fingers on the hand or some other powerful entity with some other purpose?
