The United States' construction after World War II was not imperial. Democracy is hanged together voluntarily, but there's always tension between democracies and dictatorships. If you were an independent nation state that didn't want to be an empire, you would probably get swallowed up by an empire. The international order was generally speaking established and maintained by empires.
