Congress used to be better resourced. One of the achievements, if you will, of the netgingrich revolution was to dramatically cut a congressional staff. A lot of congress's brain got kind of labatomized in the andies. I would put more eggs in the lerosis basket. But i'd challenge people in general to think, like, what is one big government success just pass?
