The Importance of Reforming the System

If the right mechanisms are in place to reform the current system you're in, is that enough? It's certainly a help. One difficulty of making reform of the system easy is that it will encourage another pathologues you: rent seeking. The idea that reform is going to be possible relies on the optimistic notion that voters are well informed and won't take in utopian crackpots who just want to impose their particular system.
