Could It Be a Weather Balloon?
The object was flying at 40,000 feet and did not appear to have any surveillance equipment. It could very well be a weather balloon but it's not described as a balloon. The object was flying over Prudhoe vay which is of course a major oil field for the US. There could be some economic interest in deciding exactly what this is.
