The CCP's Model of Social Enforcement

China has no former secret police force. A large part of it is informally unpaid people, mobilized by ideology. It's only very reasonably that they get paid very little bit. The downside is that it really tears the social fabric of the community. Trust is entirely gone. But China stands apart in terms of non to very small secret police, but very large volunteers.
