Using Every Available Mechanism to Reach People in Need
Three and a half to four million people in Northwest Syria, primarily affected by the earthquake, there is no Syrian government. There's no what is called cross-line aid. In other words, as recently as the last few months, Syrian and Russian forces have been bombarding the Northwest of Syria. And so our point is that you have to use every available mechanism to reach people in need but you have to do so in a way that is bottom up, not just top down.
