The New England Patriots and the Raiders

The Houston Texans, Raiders and Patriots all seem to be doing the same thing. It's like they're bringing in New England type of players but without the real important parts in place for this to matter. I don't know if this is just a coincidental thing or if this is actually some kind of like New England personnel thing failing without having an elite quarterback there.
