Is the Covenant of Noah Real?

i realize that there are parts of the story that we must regard as figurative. On the other hand, i have a hard time believing that ancient israelites were not meant to see the covenant of noah as being a real covenant. And so even when we see floods, if they're big, god's never going to let it happen that all mankind will be wiped out in a flood. Whether or not there was a specific historical moment where that happened, it is just true. and god's revelation affirms that we will never have the destruction of mankind by a flood in the future.
