Paul has this idea that reality is an overlap of what we could call heaven and earth. In Paul's mind in his cultural environment, Rome was a goddess her name was Roma. The nation was a corporate unified deity who embodied the way that Rome, both the values and the story, it was the deity. Those unseen influences are very much the engine behind the national ethnic socio economic structures that we inhabit.
