The role of the state was also a limit on how much Babylonian astronomy could achieve. The Greek astronomers worked more freely and often with less data. In our modern conception of science, both of these elements are necessary. To an early practitioner, there wouldn't have been any meaningful distinction to be drawn between astrology and science.
