The Origins of Skyrim
The original Legend of Zelda felt open world to me back when I played it. It was one of the earliest games you could save and as well. Skyrim definitely brought in a lot of the mainstream though because Morrowind was kind of obviously rolling with the idea of taking Morrowind or Elder Scrolls into that 3D open world setup.
