Amsterdam was a city that welcomed dissidents from other countries. That printed books that were forbidden in other countries and it flourished through that. On the other hand you have Spain which was then the most powerful country in the world. And Habsburgs Spain decided no we don't need to change. We know that we are the most Catholic country. God loves us nothing that will happen to us. They had continued to have a huge influx of silver from their colonies usually mostly in Peru but because Spain was so turned in with thathuge influx of silver created a devastating inflation Spanish goods could not be exported.
