There isn't a very developed legal framework out there, but there is something called the outer space treaty which dates back to 19 67. This was put together in the wake of america's controversial testing of nuclear weapons in space and establishes some basic rules. Michel agrees with our other expert witnesses that russia destroying its own satellite was in point. She compares it to a rudimentary legal framework which was drawn up in england 800 years ago. And we really need to start thinking about just about militarization. We need to keep space peaceful, but we need to think about preventing conflict, preventing harmful interference.
