Henry VIII believed in the importance of trained physicians. He established the Royal College of Physicians, which was an attempt to bring some order to the practice of medicine. The organization did issue licenses to physicians, but there simply weren't enough doctors for everyone. Most people continued to rely upon other healers like surgeons and apothecaries.
