In a world where there's no growth then all you can do is just like have groups fight each other for like a fixed pool of resources right and one group can pull some resources from another group. And so in that second world will be basically corrupt like they'll basically be leagues for getting more of the pie themselves at the expense of other people. In a world where we have lots of growth where there's more and more abundance every year it really doesn't make sense to fight but instead let's agree not to fight each other because that just burns resources.
