There was one terrible situation in which a soldier opened fire on a truck that matched the description of a potential V-bed vehicle born, IED. The driver was not al Qaeda. He was a farmer and father who was listening to music really loudly and super oblivious to everything going on. And that soldier was devastated. Even though he did not do anything wrong under the rules of engagement, under the laws of war.
