Could the Universe Work if the Speed of Light Was Different?

The speed of light is not actually a fundamental, like, unit or value of the universe. We have no explanation for its being that number in particular. That suggests that maybe it could have been something else. Are there other versions of the universe out there, e multiverse with different speeds of light? And it's a really great question to ask - what speeds are allowed? Could the universe work if the speed of light was different?
