Bitcoin Miners as Money Transmitters

Bill would designate Bitcoin miners as money transmitting businesses. While it's software, it's like KYC, AML, compliant pieces of product and software products. But to get a full money transmitter license, even knowing what a nerf that would mean in the context of a miner is very different. So there's only so much they can do that could still be creepy.
