Up to that point, the federal government had usually remained aloof and tried to avoid involvement in these disputes. But with the new deal in the 19 thirties, there was a dramatic shift,. They actively encouraged the formation of unions and for workers to join unions. As part of the sort of national recovery effort they sought more to mediate and prevent strikes and violence. The n l r b, or national labor relations board, was created to try to avoid and settle conflicts between labor and employers. And this then led way into the mobilization during world war two when the federal government sought to pull together different sectors of society - including firms and also employers.
