Western union had no duty to respect the privacy of telegraphic messages and so they could secretly tap in and spy on people's telegraphic communications. They used this for blackmail but particularly they used it as a form of political briberyso they could look in at people's telegramic messages and their telegrams and then collect them and hand over the politically sensitive ones to their political allies for them to then use to their advantage. This really set a precedent right it set a precedent of a certain kind of bargain between monopolistic media companies and the state where the state itself couldn't.
