Is Putin a Smart Man?

Putin's a smart man and she knows what he's doing. I don't think any of my advice would change it anyway. One thing very many Russian patriots were absolutely a poor war, the complaining about and wondering why it's even happening is where Russia spends money. If we stay on like Putin's level of rationality, this makes no sense. And so how does this inhibit or constrain or shape the sort of decision-making landscape going forward?
