Why Wouldn't State Built and Supply Housing Solve the Housing Crisis?

i can see from what's said why more privately developed housing wouldn't solve the housing crisis. But why wouldn't state built and supplied housing, like council housing, solve the crisis? Well, i mean, factors on that one. At the moment, the way that social housing is priced is tied to 50 % of market rate, so it still goes up ho. It's not yet tied to incomes. And there's been many people reasonably argumeng t tit should actually be tied to incomes too.
