Russia's presidency won a run of referendum so that the constitution can be changed. President Twidera technically could have the cap lifted on his two terms in power and have a third term. There are local elections penned for July this year, but opposition groups say they will boycott them if there is a referendum parallel to it. That produces potentially protest, potentially violent protest. It's the kind of thing that sometimes has triggered coups before.
