Can You Change Hash Function Agility?
I think there would be social, achievable to persuade people to change it if there was significant weakening in the hash function. I strongly suspect that we have lots of warning because there will be weaker tags on other properties that don't matter for hash function. So, based on past precedent, you'd have years to react. But in terms of practically how to change it, I suspect Stonetta and Heper are thinking about archival and preservation of digital signature records.
