The regulations were meant to manage races that started and then were stopped and couldn't be completed. Christian Horner suggested it was a mistake or clumsy wording of the rulings, a copy and paste mistake. But what did change from spa last year is that you had to have two laps without the safety card. They did at least get that much of it right. And it's a pretty edge case that this even happened at all, if I'm being honest. It could very easily, we could have gone the whole season without ever testing this.
