The Importance of Choosing the One Over the Many
The fallout opening does do a really good job of both kind of embodying the theme of the movie. It's effective in showing this would destroy Ethan if he was responsible for three major cities being bombed with nukes because he made a choice that was the wrong call. And I think because and then there's also this effort to justify the 60s goofiness of the IMF by trying to make people in the world of Mission Impossible acknowledge it.
